A company appearing in a directory is not proof that it purchases your product. A useful buyer shortlist should explain why each organization may be commercially relevant and what remains unknown.
Look for a corroborated company identity, current commercial activity, category fit, distribution channels and geographic reach. Separate direct evidence from reasonable inference.
The outcome is a prioritized set of organizations for thoughtful outreach—not a promise of purchase intent or a bulk contact list.
